What is this
all about?
Who?
IPPC: “The International Plant Protection Convention” is a
multilateral treaty to harmonize regulations governing those imports
that could impact the physical condition of forest and crops. The
IPPC (now 134 different countries) adopted voluntary compliance
standards in 2003.
FAO: “The Food & Agriculture Organization” has ultimate
oversight of the treaty.
APHIS “The U.S. Animal and Plant Health Inspection Service”
has oversight of compliance of the standard within the USA.
ALSC “The American Lumber Standards Committee” has been
selected by APHIS as the manager of this program in the USA.
Timber Products Inc. as approved and monitored by ALSC inspects and
certifies monthly The Heat Treatment Process and Services performed
at John Rock Inc.
What?
ISPM 15: Is the section of the standard adopted by the IPPC that
describes the phytosanitary measures to reduce the risk of
introduction and/or spread of quarantined pests associated with wood
packaging material, made of coniferous and non-coniferous raw wood,
in use in international trade.
The Standard although many pages long, in essence provides that wood
packaging materials should be heated and the process documented
within a schedule that achieves a minimum core temperature of 56o
Celsius for a minimum of 30 minutes.
When?
Since adoption of
ISPM 15, most countries have begun implementation,
but have also set forth different timetables for formal compliance.
